Barnstable Town Council meeting, October 1, 2026. MassDOT’s executive director for the Mega Projects Delivery Office updated the council on the Cape Cod bridges. The $2.13 billion Sagamore Bridge project has $956 million in federal funding authorized and a $700 million Commonwealth contribution; construction costs are estimated at about $1.6 billion. MassDOT issued a request for proposals to three qualified joint-venture teams on September 24 and expects to select a contractor by summer 2027, with construction anticipated to begin in winter or spring. Funding for the Bourne Bridge remains unresolved: MassDOT and the Army Corps of Engineers have a pending application for a federal grant of more than $1 billion. No bridge contract award was made at this meeting.
The council unanimously approved a letter supporting the Homes at Centerville Cove application to the Commonwealth Builder Program. The proposed development would build 35 three-bedroom homes for first-time buyers earning 80–100% of area median income. A separate $25,000 appropriation and contract authorization related to a Commonwealth grant was referred to a public hearing. Public comment focused extensively on the proposed Great Streets changes in downtown Hyannis; speakers disputed the project’s cost estimates (citing roughly $5–6 million), raised concerns about construction impacts, parking, deliveries, and public engagement, while others supported its safety and accessibility goals. No Great Streets procurement or spending action was taken during the meeting. Town staff also highlighted a state capital grant opportunity for businesses undertaking projects of $500,000 or more.
