The Kailua Neighborhood Board regular meeting was held October 2, 2026. Procurement- and infrastructure-related discussion included DLNR’s proposed acquisition of the former Hawaii Pacific University Hawaii Loa campus for agency operations. The department is completing environmental review and due diligence, with land-board approval targeted for spring 2027; plans include renovating existing buildings and constructing about 49,000 square feet of additional storage space. No purchase price or construction budget was stated. The Board of Water Supply reported investing about $200 million annually in its capital program for pipelines, pumping stations, and backup generators, and said it is exploring purchasing or renting additional mobile generators using available emergency funds. The Board also heard that BWS approved a claims-handling policy on September 28, though it was described as largely confirming existing practice.

Chick-fil-A representatives presented a proposed Kailua development and its traffic and site plans; the project is in the environmental-review and permitting process, with public comments on the draft environmental assessment due October 23. The Board unanimously approved, by 11 votes, a recommendation that the developer consider allowing only right turns when exiting onto Hamakua Drive. This was a recommendation, not a contract or procurement award. Other infrastructure updates included a planned pedestrian refuge and curb extensions at Kule Road and Aliki Street, and the final archaeological survey stage for the Kailua Municipal Parking Lot, scheduled for November 2–6. No government contract awards or bid approvals were identified.
