The Municipality of Anchorage Assembly held a work session on October 2, 2026, on the Assembly’s role in collective bargaining agreements. Administration and municipal counsel briefed members on how agreements set wages, benefits, working conditions, and grievance procedures; how represented, non-represented, and executive employees are governed; and the negotiation, mediation, fact-finding, and arbitration processes. The Assembly sets general bargaining guidance, receives updates, and generally must approve negotiated agreements and certain mid-contract administrative agreements. Binding arbitration awards for specified essential-service units are an exception and do not require Assembly approval.

The briefing described budget implications of multi-year wage and benefit commitments and the process for preparing economic-impact information before Assembly consideration. The administration said it was negotiating with the Teamsters and expected IBEW negotiations to follow, with that agreement expiring at the end of June 2027. Members discussed bargaining guidance, limits on Assembly communications with unions during active negotiations, and which services may not be interrupted. No votes, contract awards, or procurement actions were identified; this was an informational work session.
