The City of Mountain House held a General Plan town hall on October 1, 2026, to present its first draft General Plan and receive public comments. The plan is intended to replace most of the policy direction in the county’s 1994 master plan, while existing specific plans and some technical design and infrastructure guidance will remain in effect. The draft carries forward the current land-use map, with updates for recent approvals and density adjustments coordinated with the separate housing-element effort. The required program-level Environmental Impact Report is nearing completion and is expected to enter a 45-day public review period; comments on both documents will be forwarded to the City Council before public hearings on adoption and EIR certification.

Discussion covered growth and land use, transportation and infrastructure capacity, school overcrowding, healthcare access, economic development and jobs, and senior housing. Staff said the General Plan can guide capital-investment priorities and future infrastructure and utility planning, but no specific budget allocations, contract awards, vendor selections, or procurement votes were identified. The city noted that a transportation forum would gather public input on a transit study, with a goal of seeking Council approval around late October or November. No action was taken at this town hall to adopt the plan; Council action is planned after public review.
