The October 1, 2026 Canton City Council meeting included two procurement-related items presented for future action. Staff recommended MSI as the City’s employee health and benefits broker following a proposal review and interviews; council was asked to consider naming MSI broker of record effective January 1, 2027, at its October 15 meeting. Staff also presented a proposed GMA financing arrangement for budgeted water and sewer utility equipment replacement. The proposed rate is 4.37%, with annual payments of about $127,000 and total interest of about $75,000, within the approximately $150,000 budget. Council action on the master lease and equipment-specific supplemental lease was expected October 15; no procurement or financing award was approved at this meeting.

The August financial report noted a $5.8 million decrease in enterprise-fund cash, largely due to payment of retainage to Clark Patterson Lee for the Water Pollution Control Plant, and reported about $1.1 million in related debt-service payments. Separately, council sustained vetoes denying an annexation and rezoning request, approved a Riverstone master-plan amendment allowing a car dealership subject to conditions, and tabled a proposed P Ridge mixed-use development for further discussion. No contract award or bid approval was made at the meeting.
