At its October 1, 2026 meeting, the Chelmsford Finance Committee reviewed fall Town Meeting articles and made recommendations on funding and capital projects. It recommended approval of transfers including $800,000 for roadway and sidewalk construction, $350,000 for town-office restroom renovations, $150,000 for the Town Common walkway, $40,000 for the second phase of the front-yard tree program, $95,547 for the sewer construction stabilization fund, and $844,352 for the general stabilization fund. It also recommended $50,000 for cemetery improvements and $83,394 for a Chelmsford Public Schools account. These were recommendations to Town Meeting, not contract awards. The committee supported the Community Preservation Committee’s $150,000 request for housing rehabilitation at 79 Graten Road; the presentation described the property as eight affordable housing units. It also recommended approval of a senior-housing article describing a 50-unit project, with 44 units affordable. No vendor selections or procurement contracts were identified.

The committee unanimously recommended a local restriction on food establishments distributing non-recyclable black-plastic food containers, effective January 1, 2028, with a variance process. It did not recommend approval of a citizens’ petition to establish a committee to restore a Parks and Recreation Department: the recommendation failed, with six opposed and one abstention, following discussion of the town’s existing recreation plan, potential costs, and the article’s scope. The committee also recommended zoning articles, including limits on larger data centers. Other significant project votes included restroom, roadway, walkway, tree-program, and sewer-related work; the Freeman Lake valve article was supported, though the transcript does not state an amount.
