The Groton Economic Development Commission meeting on October 1, 2026, approved its May minutes unanimously; no procurement or spending motions were made. Commissioners reviewed 2026 goals and began brainstorming goals for the next year, with a later meeting planned to review and vote on them. Discussion included improving business outreach, updating the town’s business incentives website, sharing information about SBA grants and small-business resources, and helping local businesses understand opportunities to work with Electric Boat. Staff noted that the town’s Pivot Grant funds have been fully expended; a request for additional funding in a future budget to support another round was discussed but not approved.

Staff reported that the Pleasant Valley project is planned as a 300-unit multifamily community with a publicly accessible park; the town signed a purchase-and-sale agreement in November, and the project is in technical due diligence, with community input on park amenities expected. For the Groton Heights property, the town selected Eastern Connecticut Housing Opportunities (ECHO) to preserve and adaptively reuse the 1912 building as 17 affordable housing units; the purchase-and-sale agreement is being finalized. The commission also discussed possible business networking and educational events, and explored resiliency improvement districts, with no decision to establish one.
