The Sacramento Children’s Fund Planning and Oversight Commission met on January 10, 2026. The commission received a presentation on early-childhood care and education investments, including city funding of $1.5 million in ARPA funds for child-care services, a $300,000 U.S. Department of Labor grant for an apprenticeship program, an $850,000 Small Business Administration capacity-building grant, and more than $1 million in youth workforce-development funding. The city contracts with Child Action to support provider start-ups and apprenticeships; reported results included 26 new family child-care programs creating 108 slots, additional infant and toddler slots, and 96 slots through a program still in progress. The presenter recommended continuing the apprenticeship and family child-care start-up programs. No new contract award or expenditure approval was made during the discussion.

Staff reported a FY2026 Children’s Fund allocation of $8.4 million, down from FY2025, and said the next RFP was tentatively planned for February–March 2027, with awards anticipated in summer 2027 and an estimated total of about $10 million, subject to updated revenue estimates. Discussion focused on improving the next grant cycle: simplifying applications around one primary fund goal while allowing applicants to describe cross-cutting work, updating target-population data and criteria, strengthening outreach and application support for smaller organizations, and improving reviewer training and timelines. Commissioners requested a grant-cycle timeline for a future meeting and discussed increasing the small and emerging CBO set-aside, but deferred the amount for further discussion. The consent calendar was approved by voice vote; no procurement-specific vote was identified.
