The Fayetteville City Council held a special meeting on October 1, 2026, to discuss the Fayetteville Metropolitan Housing Authority’s proposal for Central Park Villas at Catalyst Site One. The project would provide 84 housing units, including replacement housing for residents displaced from the area. The Housing Authority said it submitted a pre-application for 4% low-income housing tax credits on October 1 and needs longer-term site control to proceed. It has issued an RFQ for contractors and is evaluating responses to develop updated project pricing; no final construction cost was presented. The existing option agreement lists a $545,000 purchase price, while council members and the parties’ attorneys disputed whether that agreement remains in effect and what financial commitments or terms would apply. Prior discussions referenced city loans and a separate $4 million request, but the amounts and terms were not resolved in the meeting.
Council members also raised flooding, stormwater, neighborhood protections, and resident relocation concerns. Staff said Catalyst Site One is not formally part of the $25.1 million Choice Neighborhoods housing plan and that the matter before council would not jeopardize that grant; a relocation plan is still required. Staff described potential stormwater work that could reduce flooding and possibly support a FEMA map revision, but provided no timeline. The transcript does not show a final vote on the site-control or development proposal; the motion to enter closed session was approved.
