At its October 1, 2026 meeting, the Clearwater City Council unanimously approved a $1,694,465.40 guaranteed maximum price proposal to Bandes Construction Company, Inc. for field improvements at Carpenter Complex’s Carlson Field. The work is under RFQ 51-24 for continuing construction-manager-at-risk services. A speaker questioned using general revenues for the project, but the council approved the item. Council also approved a fiscal-year 2026 capital improvement budget amendment increasing the budget by $9,558,871, along with an operating-budget amendment covering several city funds; both passed unanimously. The council amended the city’s SHIP local housing assistance plan to add a manufactured-housing strategy required by state law.
The council approved comprehensive-plan amendments establishing and applying a planned redevelopment overlay in the North Greenwood CRA, and approved a right-of-way vacation associated with the proposed $50 million EVO family entertainment center by a 3–2 vote. The vacation ordinance includes conditions addressing a certificate of occupancy, utility easements and relocation, railroad-crossing signs, and city access pending permits. Public speakers also raised concerns about proposals for the Landings, including risk, environmental and traffic studies, and a proposed 99-year lease with two 25-year renewal options; speakers requested further study and a competitive process, but the transcript does not show a council decision on those proposals.
