The October 1, 2026 Murfreesboro City Council meeting included several land-use decisions and procurement actions. Council approved a $278,000 contract with Hastings Architecture for a joint city–MTSU vision and activation study, funded by reassigning money previously set aside for an entertainment overlay district and Church Street corridor plan. Council also approved a Littlejohn Associates task order, not to exceed approximately $503,000, to design the next sewer rehabilitation project, with a proposed construction budget of about $3–$3.5 million; and a separate $58,787 engineering task order for evaluating sewer rerouting near the I-96 interchange. A Barge Design engineering-services item for TSC Mill Road/I-24 improvements was introduced with corrections to the published agenda, but the transcript ends before its amount or council action is given.

The council considered a fiscal year 2027 budget amendment on first reading, including prior-year carryforwards, more than $255,000 in Parks and Recreation donations for Kids Castle improvements, and $134,000 for bus mobile data terminals, with about 90% of the transit expense covered by federal and state grants; the transcript does not capture a vote on this item. Council approved first readings for zoning ordinances covering outdoor paddle-sports facilities, rezoning two commercial lots for single-family housing, and a roughly 74-acre residential development proposing 246 homes. The latter prompted discussion of traffic and the timing of roadway projects, including the Cherry Lane interchange and Memorial Drive work; the developer said signal and roadway improvements would be completed before homes are built. The council also adopted an annexation resolution. The paddle-sports zoning amendment would establish requirements for separation from residences, operating hours, noise mitigation, lighting, and buffering.
