The Oakdale Planning Commission held a public hearing on October 1, 2026, regarding Mahhei Holdings LLC’s proposal for Cedric’s Crossing, a 45-acre former par-3 golf course site. The applicant sought a comprehensive plan amendment, a planned unit development amendment, preliminary platting, and site-plan approval to build 55 market-rate rental townhomes associated with Cedric’s Landing apartments. The Commission voted to recommend approval of the comprehensive plan amendment, PUD amendment, and site plan; no opposition was recorded. The recommendations are subject to numerous conditions, and the City Council is expected to hold a later public hearing. No procurement contracts, purchases, or public spending awards were identified.

Conditions and discussion addressed wetland and outlot revisions, utility and drainage easements, park dedication, tree preservation, snow storage, fire access, and a further traffic study of the Highway 120/56th Street intersection. The developer said the project would include a Phase 2 environmental assessment and remediation of identified golf-course contaminants to residential standards. Residents raised concerns about traffic and turning access, narrow private streets and emergency vehicle access, park impacts, drainage, fencing, and proximity to existing homes. The applicant said the plan had been reduced from 59 to 55 units, partly to increase the size of homes near existing residences.
