The Centreville Town Council meeting on October 1, 2026, approved Resolution 6-2026 updating the town’s organizational chart to reflect FY2027 staffing, including two Public Works utility workers and a full-time economic development manager. Council also approved Ordinance 10-2026, amending the FY2026 budget for year-end actuals: Planning was $2,236 over budget due to legal fees, and Sewer was approximately $547,985 over, largely reflecting wastewater treatment plant design invoices. Staff said $880,000 in WRA invoices was reimbursable through a $2.155 million federal earmark, and that the FY2027 sewer contract-services budget had been increased by more than $100,000.

Much of the discussion concerned the delayed lagoon project and the town’s remaining $2,222,161 in ARPA funds, which must be spent by December 31, 2026. Staff proposed 17 projects, including up to $500,000 for lagoon-related piping, approximately $1 million to replace 42 irrigation pivots, Wharf building office upgrades, a cemetery GIS system, and a financial software system selected after demonstrations. The proposed OpenGov system would add budgeting, permitting, licensing, and code-enforcement functions; its annual cost was described as rising from $37,000 to $68,000, with 3% annual increases. Council approved all projects as presented and authorized spending the remaining ARPA funds by the deadline. Staff also reported a $89,000 Wharf parking-lot quote against a $124,000 allocation and approximately $987,000 in interest earned on ARPA funds. A separate request for additional water and sewer allocation for an accessory dwelling was approved; no specific vendor contract award was recorded.
