The Richmond Sanitary District Board of Commissioners and Stormwater Management Board met on October 6, 2026. Both boards approved their respective 2027 budgets (Resolutions 005-2026 and 002-2026). The sanitary district approved invoices totaling $520,599.48, and the Stormwater Management Board approved invoices totaling $20,084.70. The sanitary board also approved a change order to Contract 136-2025 for the wastewater treatment plant levee project, reducing the contract by $19,948.79, and approved an agreement with Accu-Rite for ultrasonic thickness testing to inform design of a planned high-rate treatment facility. It approved a wastewater residuals disposal permit for Custom Fit Plumbing LLC, with a stated term through September 1, 2029.

The board received quotes for a grating and railing project, including an $85,000 quote from Simerrelly General Contractor and a $107,240 quote from Maddox Industrial Contractors; the quotes were referred to management for a recommendation at a later meeting, so no award was made. Officials said a proposed Midwest Industrial Park rate increase may return to City Council in November; updated rates were being analyzed in light of potential financing savings of about $5 million in interest, with the cumulative rate increase estimated at 3%. The Stormwater Management Board discussed an aging rate and how available revenue affects the pace of capital projects. FEMA site visits and potential reimbursements, as well as possible mitigation at the materials recovery facility, were also discussed; no procurement decision on those items was recorded.
