The Virginia Beach School Board Legislative Committee met on October 2, 2026, to develop recommendations for the school division’s 2027 General Assembly legislative agenda and review the Virginia School Boards Association’s legislative proposals. The committee voted to forward its proposed agenda to the full board for consideration on October 13. It supported removing biennial rebenchmarking, which is not scheduled for this session, and removing continued authorization and funding for the regional recovery school from this year’s agenda while staff first pursue clarification with VDOE; current funding is included through 2028. The committee also proposed adding VSBA’s statewide health-insurance access proposal for public school employees. Other discussed priorities included teacher recruitment and salaries, student mental-health and special-education supports, capital-improvement funding, school bus driver shortages, unfunded mandates, revisions to the state funding formula, dual enrollment, accountability, and AI and device use in classrooms.

The committee also voted to forward the VSBA legislative proposals for full-board review and requested that the board receive the updated list of unfunded and underfunded mandates. The legislative breakfast was confirmed for December 3 at Renaissance Academy. No contract awards, vendor selections, bids, or other procurement activity were identified; the discussion concerned legislative priorities and potential school-funding and policy proposals.
