At its October 1, 2026 meeting, the City of Boulder City Council held a public hearing and approved the first reading of the 2027 budget package. The recommended budget totals $552.6 million, including $417.2 million in operating expenses and $135.4 million in capital spending; the six-year capital plan totals $827.7 million. The budget includes $10.9 million for wildfire resilience, $5.3 million for the Alpine Balsam affordable-housing project, and $4.1 million for affordable housing development and site preparation. The capital plan also includes a planned $96.2 million debt issuance for Fire Station 2 replacement, Boulder Creek Park Phase 2, and the East Boulder Community Center renovation. Staff reported that the CU South flood-mitigation construction contract, originally bid at about $61 million, is now $76 million after a shift to cash funding and a longer schedule; the contract has been signed. Staff are also pursuing wildfire-related grants totaling more than $10 million.
Council considered but did not adopt proposals to set aside or realign $600,000 to $2.5 million from capital or open-space funds for wildfire work before the October 22 study session; the budget proceeded without those proposed changes, with potential adjustments to be considered later. Ordinance 8777 adopting the budget passed 7–1; Ordinance 8778 establishing property mill levies and Ordinance 8779 appropriating 2027 funds passed unanimously; Ordinance 8780 changing certain fees and taxes passed 7–1. Council also unanimously directed staff to prepare a resolution supporting the Front Range passenger rail sales-tax measure. No new competitive solicitation or vendor award was identified in the transcript.
