For the MLE Vessel Drain, staff reported that construction spoil may extend beyond the easement onto a neighboring parcel; after concerns about the property owner’s complaint and added hauling costs, staff agreed to hold the contractor pending further discussion and legal review. The board voted to waive fees for flood-affected homeowners rebuilding, pending counsel’s review of the implications, and directed that the issue return as a formal agenda item. Staff also planned to issue a stop-work order and notice of violation for a property on 171st Street where substantial soil and apparent construction debris were being brought in; further enforcement options, including possible fines, are to be revisited at the next meeting.
