The Richmond Planning Commission met on October 1, 2026. After approving the August 6 minutes, the Commission held a public hearing on Clean Harbors’ request for a conditional use permit to operate a medical-waste transfer station at 801 Wharf Street, within an existing industrial warehouse. The proposed operation would receive, inspect, temporarily store, consolidate, and transfer sealed medical waste off-site; it would not process or dispose of waste on-site, and no building expansion or exterior modifications are proposed. The applicant estimated about 10 box trucks making roughly two to three loading trips per day and five to eight semi-truck loads per week. Staff reported support from the Point Richmond Neighborhood Council and recommended approval subject to operating conditions.
The Commission unanimously approved Resolution 2616, subject to conditions, with two commissioners absent. Conditions include limits on accepted waste types, throughput, storage, and vehicle activity; a ban on public-street queuing; spill reporting and quarterly waste reports; and a requirement for a new or amended conditional use permit and environmental review before any proposed Phase Two treatment or disposal activities. The appeal deadline was stated as October 13, 2026. No procurement, contract award, or spending decision was identified.
