The Barnstable site plan review public hearing, listed as October 1, 2026 (the chair states October 2, 2025), considered a housing proposal involving demolition of a garage, chimney, and screen porch; redevelopment of the main building with eight one-bedroom units and two two-bedroom townhouse units; and construction of four duplex buildings with two two-bedroom, 1.5-bath townhouse units each. The applicant described emergency-vehicle access and subsurface stormwater drainage. Planning staff said two units must be deed-restricted affordable rentals for households at 65% of area median income and the project must conform to plans approved by HHTC.

Staff identified permitting and construction requirements, including road-opening and sewer-modification permits, traffic-management-plan approval for any road closures, and replacement of sidewalks damaged by construction. DPW also required the operations and maintenance plan to prohibit both sanding and salting in the pervious-paver areas because of the Zone II water-supply area. Fire staff had concerns about ambulance turnaround space at the rear and planned to work with the applicant on that issue. The matter was taken under advisement; the chair said a second meeting would not be needed if the fire-access issue was resolved. No contract awards, purchasing decisions, spending votes, or other procurement activity were identified.
