The Jacksonville Environmental & Appearance Advisory Committee’s regular meeting on October 1, 2026, covered city grounds maintenance, preparations for the Bayroot Memorial event and holiday decorations, and stormwater and environmental projects. Staff described ongoing work at the Memorial Gardens and Grove, including tree and plant replacements, lighting upkeep, and installation of seasonal flowers. The Parks and Recreation team also discussed limited seasonal staffing and its upcoming citywide holiday-decorating schedule. The committee adopted the agenda and prior meeting minutes; no contract awards, bids, or purchasing approvals were reported.
The stormwater presentation highlighted grant-supported restoration and resiliency projects, including wetland and stream restoration, living shorelines, and fishing-pier improvements at several sites. Staff said the city had secured about $1 million for Oyster Highway Phase 4 and that more than $20 million in grant funding had been accumulated over roughly the past two years for projects described. FEMA BRIC and HMGP grants were applied for to potentially extend Scales Creek work. These funding and project updates were informational; no spending motion or procurement decision was recorded.
