The City of Lakewood Civil Service Commission meeting was held October 1, 2026. Staff updated the commission on a Center for Public Safety Management (CPSM) contract for a police department workforce analysis, covering call volume, staffing and organizational structure, officer retention, and evidence-room practices. CPSM had completed its on-site work and was compiling its findings; staff expected the project to conclude in the coming weeks. Commissioners raised questions about whether the analysis addressed department diversity, and staff said the commission could review the initial report and identify gaps. No contract award, contract amount, or new procurement approval was discussed. Staff also said the city has a budget to cover interested commissioners’ registration for a civil service conference and invited them to coordinate with the new analyst; no new spending vote was recorded.

The commission approved removals from police officer and community service officer eligibility lists, certified eligibility lists, and voted to reinstate former officer Zachary Schuler, subject to the background process. Staff announced a change in how candidate-removal details will be provided: identifying information and reasons will be discussed in executive session, with candidate numbers reflected in public records, to protect candidates’ personal information. The commission also requested an opportunity at a future meeting to meet the police chief and hear about plans for the department and community.
