The City of Lakewood’s American Lake Management District Committee met on October 1, 2026. The committee reviewed its 2027 work plan, which now includes treatment of filamentous algae alongside milfoil management. Staff is awaiting Aquatechnics’ details on suitable herbicides and costs; members discussed whether to add an earlier survey and treatment through an addendum to the existing contract, but no contract amendment or spending approval was made. A public commenter urged the committee to pursue competitive bidding for a future LMD and seek grant funding for water-quality monitoring equipment. The committee discussed preparing a letter and outline for City Council about forming a successor LMD, with a target start in 2029, and considered a broader future scope covering invasive plants and water quality. A draft interlocal agreement for the City to work with JBLM and potentially the VA was presented for review, with no approval taken. Members also clarified that Lakewood has no known $10,000 exemption from bidding requirements; contract signature authority was described as up to $5,000 for a department director, $5,000–$50,000 for the city manager, and above $50,000 for Council, subject to possible nuances. The September 3 minutes were approved, and the committee agreed to renew its WALPA membership effective January 1 rather than immediately. No procurement award or contract expenditure was approved.
