The October 5, 2026, Casa Grande City Council meeting approved three infrastructure-related contracts. By recorded unanimous votes, the council approved Resolution 5974 accepting Sunland Asphalt and Construction LLC’s proposal for the annual pavement preservation program (contract C25-0494); Resolution 5975 authorizing Sunland to pave five miles of dirt roads annually under the city’s PM10 response plan, using an existing City of Glendale contract (C25-0494); and Resolution 5976 awarding Ellison Mills Contracting LLC a not-to-exceed $43,310 contract for construction-manager-at-risk preconstruction services for the Colorado Street-to-Pier Road improvements. Construction was anticipated to begin or be completed in early 2027; the overall construction budget was not provided, though staff estimated it at roughly $2–3 million.

In other business, the council unanimously authorized the fire chief to submit an ambulance-rate adjustment application to the Arizona Department of Health Services; this does not itself change rates. Discussion of engaging a third-party collections agency was deferred for further information and possible future contract consideration. Study sessions covered the proposed adoption of 2024 building and energy codes and updates to landscape requirements, including water conservation, parking-lot shade, and development flexibility; neither proposal was adopted at this meeting. The council also heard charter-review recommendations for possible ballot amendments, with no action taken on them.
