The Sacramento Area Sewer District Board meeting on September 23, 2026, approved consent items 1–8 and a letter of understanding with the Professional Engineers Association establishing salary relationships for Scientist I and II classifications. The board also adopted the district’s FY 2026–27 through FY 2035–36 long-term financial plan. The plan projects a $1.14 billion treatment-system capital program over 10 years, including about $938 million in the first five years, and identifies major work such as the $85 million Lower Central Interceptor project and a $46 million office-building replacement. The finance director reported that expected borrowing over the next five years has fallen to less than $200 million, in part because of grant funding and project cost reductions; the district will present rate options at a future meeting.

The Harvest Water quarterly report described active construction of the pumping station and on-farm connections, with pipeline construction contracts complete and being closed out. Projected change orders across the construction contracts remain at 6.6%, though possible additional work could increase that figure. Staff reported approximately $417 million in state grant funding, $218.5 million received to date, and an estimated funding gap of $113.7 million. Upcoming board actions may include consultant amendments for construction services, a pump-station change-order allowance, and final acceptance of pipeline projects. Staff also discussed pursuing additional grants and completing due diligence for potential land acquisitions tied to the ecological plan. The next meeting is scheduled for October 14, 2026.
