The Sacramento Metropolitan Air Quality Management District board meeting on September 24, 2026, began without a quorum; the transcript records no formal votes or approvals. Staff presented an update on Clean Cars for All, which has brought about $28 million in funding to the county. With the next-year allocation reduced to roughly $1.5 million and anticipated state funding of about $1 million–$1.5 million annually for five years, staff said they will narrow eligibility toward lower-income residents and disadvantaged communities and limit eligible trade-in vehicles to model year 2004 or older. Staff also reported that the EVgo charging-credit arrangement is ending and the program is moving to a card intended to work across charging networks. Dealers and program participants spoke in support of the program and its benefits.
Staff also gave an informational presentation on air-quality permitting and backup power at data centers; board members expressed interest in coordinating a regional or countywide task force, but no formal action was recorded. In the Air Pollution Control Officer’s report, staff said the district is lead applicant, with Sacramento County and Valley Vision, for a proposed $5 million Strategic Growth Council planning grant to transform Stockton Boulevard. Because a board resolution is required before applying and the application is due at month’s end, staff said they would seek a special meeting for board consideration; the resolution was not approved during this meeting.
