The Sacramento County Planning Commission met on September 28, 2026, to consider three countywide housing and land-use items. The Commission voted 3–1 to recommend that the Board of Supervisors approve zoning amendments allowing tiny homes, on permanent foundations or wheels, as permanent residences in designated districts. Commissioners also reviewed proposed infill and housing code changes, including multifamily development standards, commercial-corridor uses, and the process and fees for appeals of residential projects. The Commission also heard a presentation on the North Watt Avenue Specific Plan, which identifies infrastructure needs and land-use changes intended to support future development. Estimated improvements include $9.2 million for water, $7.7 million for sewer, and storm-drainage work estimated at either $3.5 million or $76.9 million under two modeled scenarios. Staff said a future public-facilities financing plan will explore funding options, including grants and possible fee approaches, and that roadway improvements may be pursued in phases as funding becomes available. No contract awards, vendor selections, or purchasing approvals were identified; the North Watt plan was scheduled to go to the Board of Supervisors in November.
