The City of Meridian Planning and Zoning Commission met on October 1, 2026. The Commission continued the Momentum Subdivision application to November 5, approved a conditional use permit for Hitchin House Lounge at 1630 South Eagle Road, and recommended approval of the Thurston Choi Farm preliminary plat with a revised condition requiring roadway construction and ACHD acceptance before substantial-completion letters or certificates of occupancy. It also recommended approval to City Council of annexation and rezoning for the wastewater resource recovery facility area, and of the 10 Mile and Franklin Commercial future land use, development agreement, and rezoning requests. Discussion of the latter application focused on traffic, access, and pedestrian connectivity; the wastewater facility item drew public comments about odors and the planned residential transition near the facility.

No contracts, vendor selections, bids, or procurement awards were considered. The City Engineer noted that wastewater odor-control improvements are included in the capital improvement plan and are expected to cost millions of dollars, and described a biosolids-dryer project intended to reduce landfill disposal costs by millions over time; no spending motion or procurement action was taken on these items.
