The City of Norman Board of Park Commissioners met on October 1, 2026. The board approved the Retreat at Norman’s proposed private-park arrangement for its 190-unit housing development, subject to completion of the improvements shown on the plat. It also approved the design of an open-air pavilion at Reeves Park and recommended that City Council approve a contract with the University of Oklahoma’s Gibbs College of Architecture. Students will provide the design and construction labor; the city expects to pay about $80,000 for materials for a project described as having an estimated value of roughly $500,000. Parks staff also reported on ongoing capital projects, including Blue Stem and Saxon parks, Reeves Park Kids Space, and improvements near the Lindsay Street water tower.
Funding and procurement-related actions included approval of annual support allocations of $62,500 for the Firehouse Art Center, $109,286 for the Sooner Theatre, and $61,188 for the Performing Arts Studio (the Depot), with funding agreements subject to City Council approval. The board heard the Norman Arts Council’s annual report, including a planned RFQ for six muralists for the Grey Street barrier walls, contingent on Council approval; the organization also reported $44,925.50 remaining for murals as of July 1, 2026. The board postponed forwarding the Norman Youth Soccer Association’s annual report until it provides explanations for significant budget discrepancies. Staff also reported that City Council had approved $360,000 in special-revenue funding for emergency repairs following the July 4 storms.
