At the October 1, 2026 Bannock County Commissioners meeting, commissioners approved a contract for Westlaw CoCounsel, an AI-assisted legal research service from Thomson Reuters. The annual cost is approximately $30,000, to be funded through savings from leaving a vacant position unfilled until January 11. Commissioners also voted to move forward with revisions to the county’s 602N tax-incentive ordinance, including a minimum wage threshold of 100% of the county median income and discretion to provide a greater tax benefit for jobs paying above 110%. The county attorney agreed to add an annual review provision to check whether promised job targets are met; the assessor requested an opportunity to review the draft for consistency with state guidance before it proceeds.

Commissioners approved waiving approximately $300 in Exhibit Hall fees. They deferred decisions about the Historical Museum property and possible HVAC work while staff search for a missing 2003 agreement; a temporary heating repair was estimated to cost a couple thousand dollars, but no spending decision was made. During claims discussion, commissioners raised concerns about fair-related purchasing, employee reimbursements, and timely submission of claims, and reiterated the need for appropriate purchasing procedures and quotes where warranted.
