The City of Murrieta Transaction and Use Tax Oversight Committee met October 1, 2026, to review Measure T revenue, expenditures, and the amended FY 2026–27 operating budget. Staff reported approximately $30.9 million in FY 2025–26 Measure T revenue, above budget, and described spending that supports 69 authorized positions and public safety and other city services. FY 2026–27’s presented budget included about $30.7 million in revenue and $29.6 million in expenditures. Staff said revenue and investment-earnings estimates may be adjusted during the midyear budget update; the FY 2025–26 figures remain subject to audit. The committee discussed separating loan-interest income in future reporting and asked how spending aligns with community needs.

Staff also reviewed Measure T-funded equipment and capital projects, including a roughly $2.4 million fire-service tiller truck, an expected Type 1 fire engine, replacement of 72 self-contained breathing apparatus units, police vehicles and safety equipment, a mobile command center, and library and fire-station improvements. The library district’s $3.5 million loan was described as a 30-year loan, with funds transferred to the district for project management. Staff noted a move to a new vendor for fire equipment maintenance after the prior vendor stopped providing maintenance, but no vendor award or contract approval was presented. The FY 2025–26 report was for receipt and filing; no procurement award or spending-related motion was identified in the discussion.
