The City of Winter Springs Planning and Zoning/Local Planning Agency Board met on October 1, 2026. The board unanimously recommended approval of Winter Springs Dentistry’s site plan, aesthetic review, development agreement, and requested waivers for a new building in Blake Commons. The proposal includes a 4,648-square-foot first phase and a planned 3,240-square-foot expansion. Conditions include a south-facing facade designed to appear to have an entrance, correction of the phase-one parking count to 23 spaces, and updated traffic and parking analyses before a phase-two building permit. The board also retained the requirement to substantially commence phase two within two years after the first phase receives its certificate of occupancy, subject to the development agreement’s extension process. Board members raised concerns about the traffic analysis and parking assessment; the recommendation will go to the City Commission for consideration.

The board also unanimously recommended approval of proposed Ordinance 2026-08 on backyard chickens, with amendments including a city-administered permit process, a required UF/IFAS course, minimum setbacks, limits on unlisted fowl, and removal of the prohibition on slaughtering chickens on-site. The board approved the prior meeting minutes with a clerical correction. No contracts, vendor selections, purchasing decisions, or budget allocations were identified; the development proposal is a land-use approval, not a procurement action.
