Cache County Planning Commission meeting, October 1, 2026: The commission considered several land-use applications with potential implications for waste services, industrial development, and mineral extraction. It recommended approval of Clean Slate Services’ request to apply the public infrastructure overlay to a 40-acre agricultural parcel for a waste-services headquarters and recycling operations; the recommendation passed with one opposing vote. Commissioners raised concerns about the applicant’s existing on-site activity, environmental and fire safeguards, truck traffic, and impacts on the adjacent model-aircraft club. The commission also recommended approval of two agricultural-to-industrial rezonings near Hiram (7.54 and 24.86 acres) and a mineral-extraction overlay for the county’s 71.71-acre Smithfield gravel pit. The latter would support possible future permitting for crushing operations; a road-access issue remains under discussion. No contracts, purchases, or spending approvals were identified.

The commission approved an amendment to the TriStar Ranch conditional-use permit, including a small office with a bathroom and occasional equine events, subject to 20 conditions and two conclusions. It also recommended that County Council approve an animal-processing ordinance amendment expanding the provisions to include livestock. In a data-center workshop, commissioners discussed energy and water demands, tax and employment effects, decommissioning, and community impacts. They supported developing definitions and a framework, including a dedicated data-center overlay zone, while considering separate standards for facility sizes; no formal action was taken on the workshop discussion.
