The City of Bangor Downtown Parking Advisory Committee met on October 2, 2026. The committee unanimously recommended converting three of four proposed downtown spaces to 15-minute parking, excluding the proposed space near Patty Murphy’s; members suggested evaluating the changes over a full year. The committee also reviewed a pilot plan to divide downtown into two snow-removal zones, with public outreach and feedback to inform possible adjustments. No snow-removal procurement was discussed.

The main spending discussion concerned a proposal for paid on-street parking. The parking operator presented estimated revenue scenarios for roughly 20 multi-space meters, at a proposed rate of about $1 per hour, and described potential uses for revenue including parking-garage upkeep, lighting and safety improvements, parking discounts, and implementing a downtown study. Estimated capital costs were approximately $202,000; financing and the source of funds remain unresolved, and an RFP would be needed if the project proceeds. The committee took no vote to approve paid parking or authorize a purchase. Staff were asked to return with information on funding options and whether the parking technology could support preferential rates or timing for Bangor residents; the proposal may later go to the City Council. Increasing the parking citation fee from $15 to $25 was also discussed, without a decision.
