Charleston County Council’s Finance and Planning and Public Works committee meetings on October 1, 2026, approved a $192,775 contract award to Lawrence Construction LLC, the lowest responsive and responsible bidder, for tree removal on the Maybank Highway fourth-lane project. Funding is available in the Transportation Sales Fund; the motion also authorized award to the next responsive bidder if Lawrence Construction cannot meet the requirements. The Planning and Public Works Committee also approved releasing county saltwater mitigation-bank credits to the City of Charleston for its Lockwood Drive flood-resilience project, a flood-wall phase along the waterfront. The credit quantity is unclear in the transcript; staff said 286 credits would remain. Staff described the project as fully funded, with construction expected to take approximately six to eight months.
The committee deferred the proposed Historic Snowden community designation and related moratorium while members considered how property owners who oppose inclusion could be treated and whether the ordinance or process should be revised. Members discussed returning the matter to committee in roughly 60 days. No other procurement awards or spending actions were clearly identified.
