The San Bernardino Charter Review Committee met on October 1, 2026, to review proposed public-outreach slides and discuss potential charter amendments. Members gave staff feedback on the presentation, including clarifying ward-based committee representation, the city’s council-manager structure and budget process, and how residents can participate. The committee also discussed staffing levels for the mayor’s and council offices, citywide vacancies, term limits, election timing, and the period between an election and the next term. No staffing or budget changes were approved. A motion passed unanimously to table item four and bring the related matters back as discussion items, without requesting City Council authorization or committing to action. Members also identified lame-duck timing and county redistricting as possible future agenda topics.

Procurement activity was limited to discussion of the city attorney arrangement: staff said the city attorney is contracted through Best Best & Krieger (BBK), and noted that an RFP had been considered or used in a prior selection process. No new RFP, contract award, vendor selection, purchase, or spending authorization was made. The committee discussed the city’s budget process and staffing funding generally, but took no related spending action.
