The Cuyahoga County Planning Commission meeting on October 8, 2026, approved with conditions the preliminary plan for Villas at Terrace Creek, a proposed 50-unit market-rate townhouse development with two commercial lots in Homestead Township. The developer will provide a left-turn lane into the site and coordinate with the township’s engineer, to be selected through an RFQ, on broader Bagley Road and Sterns Road corridor work. The Commission also approved separate professional planning services agreements with six communities—each contributing up to $25,000—to develop a Unified Zoning Code. The project is estimated at $845,000, including approximately $400,000 for a consultant; an RFP was issued September 28, with proposals due October 23 and consultant selection anticipated in late November. The Commission expects to return in December for approval of the consultant contract. Members were advised not to vote on agreements with their own communities, and the agreements were considered in separate votes.
Other approved items included a $15,000 FY2028 Clean Ohio Green Space program administration agreement; a Bedford Heights master plan project agreement, with total project costs estimated at $200,000 and the county agreement capped at $30,000; and a $20,000 amendment for ongoing maintenance and rollout of the county’s residential vacant-lot mapping tool. The meeting also reviewed Clean Ohio grant awards already approved by District 1: $1.76 million for Bay Village’s Cocoon Creek restoration, $553,000 for Cleveland Metroparks’ West Creek expansion, and $924,000 for its East Branch of the Rocky River watershed acquisition. Staff reported county budget pressures, including planned cost reductions and a $150,000 contribution of agency revenues to the county general fund, while continuing to seek funding for the zoning-code project. A separate consultant agreement for the county’s transit-oriented development initiative remained under negotiation, with Commission consideration targeted for November 12.
