The City of Clarksville, Tennessee City Council regular session on October 1, 2026, considered several infrastructure and funding matters. The council approved on consent an ordinance authorizing negotiations to acquire easements or rights-of-way for the Jordan Road and Eva Drive Sidewalks Project. It also approved a memorandum of understanding with Bikers Who Care for development of an all-wheel skate park at Bel Air Park, and an agreement accepting Kiwanis Foundation grant funds for sidewalks along Jordan Road as part of the Storybook Trail project (11–1). An ordinance amending the city code’s purchasing and competitive-bidding provisions passed first reading unanimously; a police special revenue fund budget amendment also passed first reading unanimously. No contract awards were identified in the transcript.

The council postponed until its February 2027 regular session both the proposed interlocal agreement with the Art, Culture and Tourism Authority for the performing arts facility and the proposed transfer of city assets to the Authority. Debate focused on the project’s financing, including a $40 million capital fundraising goal, the proposed city backstop for roughly $65 million in debt, and requests for pledges and additional safeguards; a proposal to defer the agreement only until November failed, while postponement to February passed 9–3. Separately, a council member presented a proposal to negotiate with the county to increase the city’s share of local-option sales tax revenue, citing a projected $6.9 million current-year budget gap and future infrastructure needs; no action was taken, with a resolution anticipated the following month. An amended downtown parking ordinance failed on a 6–6 vote. The amendment to that ordinance had proposed, among other changes, a $10 ticket and revised management and rate-setting responsibilities.
