The Chelmsford TV Finance Committee met on October 1, 2026, to review and recommend action on fall Town Meeting warrant articles. The committee unanimously recommended several spending articles: $800,000 from free cash for roadway and sidewalk work; $350,000 for town-office restroom renovations; $150,000 for the Town Common walkway; $40,000 for the second phase of the front-yard tree program; and funding for Freeman Lake valve repair design. It also unanimously recommended two Community Preservation Act allocations: $150,000 toward a roughly $2.2 million renovation of an Encompass group home, and $460,000 toward Bigelow Residences, a 50-unit senior housing project. These were committee recommendations for Town Meeting, not vendor contract awards; no vendor selections or contract numbers were identified.
The committee also unanimously recommended a proposed bylaw to phase out distribution of non-recyclable black plastic food-service containers by local food establishments beginning January 1, 2028, with a variance option for hardship. It recommended several planning and zoning articles, including provisions concerning contractor yards and data centers. A citizens’ petition to form a committee charged with restoring a Parks and Recreation Department failed to receive a favorable recommendation: six members voted against and one abstained, citing the existing open-space and recreation plan and financial priorities. The committee appointed Cindy as its liaison to the Capital Planning Committee and approved the prior meeting minutes.
