At the Sacramento City Council’s quarterly Housing Authority meeting on January 21, 2025, members unanimously approved an additional $2.8 million in federal HOME funds for the Donner Field senior housing project at 4501 Vines Avenue. SHRA selected Eden Housing through a 2020 RFP to develop and manage the project. The new-construction development is planned to include 67 one-bedroom units for seniors age 55 and older with incomes at or below 50% of area median income; 17 units will be reserved for project-based voucher holders and MHSA clients. Prior commitments included $7 million in HOME and HAP funds, $2.6 million in MHSA funds, and $1.25 million in City general funds. Staff said the additional funding could improve the project’s competitiveness for tax-exempt mortgage revenue bonds. Prevailing wages will apply, and the County Department of Health Services will provide a full-time case manager for MHSA clients.

Council discussion covered the HOME funding allocation, parking and electric-vehicle charging (staff estimated two or three charging spaces), and the project’s long development timeline. SHRA said the City receives about $2.5 million in HOME funds annually and expected to advertise 2025 funds in January; staff also said a broader accounting of housing finance sources and allocations would come to Council in April or May. A request was made for an updated list and status of vacant lots previously included in a sale. No other procurement actions were identified.
