The City of Sacramento Budget and Audit Committee met on May 27, 2025. Staff presented a proposed promoter incentive program for Memorial Auditorium and the SAFE Credit Union Performing Arts Center, intended to attract more ticketed events and support local promoters and nonprofits. Potential tools include rent, box-office, and equipment-fee rebates or waivers, as well as sharing or redirecting certain ticket and food-and-beverage revenues; the presentation referenced rebates of up to $10 per ticket. Committee members supported moving the concept to the full City Council for approval, with annual reporting and review proposed. No contract award or final program approval occurred at this meeting.

The committee also reviewed an audit of the Police Department’s military-equipment policy and inventory practices, which recommended improving annual policy/report timelines and inventory tracking; no equipment purchase was approved. Members unanimously accepted the proposed scope for an audit of homelessness shelters and services and forwarded it to the full Council for approval; the review is to examine shelter costs, contracts and expenditures, and program effectiveness. The committee also unanimously directed staff to develop a Community Facilities District pilot proposal for a neighborhood park, including feasibility and cost information and possible ballot considerations; no funding amount or construction approval was set.
