The Town of Bluffton Affordable Housing Committee met October 1, 2026. Staff reported that nine homes had been completed through the housing program, with total spending of $124,236; four applications were pending, and contractor delays were being addressed. The committee also reviewed the town’s RFP for 115 Bluffton Road: seven proposals were received, narrowed to four, and WA Cooper was selected after review and interviews. Town Council approved a letter of intent with the developer at its September meeting. The proposal is for 116 units, generally targeting households at 40–80% of area median income, with a 99-year affordability period. The developer is conducting due diligence, including environmental testing and a study of the unit mix, and plans to apply for 4% Low-Income Housing Tax Credits by February; no construction start date or contract dollar amount was reported. Staff said the townhomes at 97 Guthy Road had applied for certificates of occupancy and could soon be offered for rent; the committee requested an update on 1095 Mid River Road for a future meeting.
The committee also heard from the Beaufort Jasper Housing Trust Fund, which described its affordable-housing, home-repair, and first-time homebuyer work. The Trust reported $3 million committed across its programs and $1.5 million disbursed, including financing for 28 first-time homebuyers; it also discussed ARPA seed funding, grants, land donations, and planned development on donated parcels. No new procurement award or spending motion was recorded during the meeting.
