The City of Plano Willow Bend Redevelopment Advisory Committee met on September 30, 2026. The committee approved the September 24 minutes by motion and vote. DART staff presented a planned transit study for the proposed arena, covering event-related ridership, existing service, transit connections, infrastructure and service needs, costs, phasing, and potential funding strategies. DART noted that Route 239 is the closest current bus connection, that a new southwest Plano GoLink zone was expected to include the area, and that there are no long-range rail plans for West Plano. Staff said DART, the city, and the cityโs consultant would coordinate on the study scope; no transit contract award or spending approval was presented.
Consultants reported preliminary traffic analysis and mitigation concepts, including signal and turn-lane changes, lane reassignment, traffic management, and neighborhood protections. The analysis found that basic mitigations could substantially improve projected traffic capacity, but additional work is needed, particularly around Park Boulevard and Dallas Parkway. The committee discussed event frequency, pedestrian safety, parking, shuttles, game start times, and neighborhood cut-through traffic. The preliminary report was expected by the end of October; a possible Phase II study would require the city to return to council to add work to the consultant contract and was not approved at this meeting. No contract awards, specific spending amounts, or procurement votes were identified.
