The Springfield City Council’s joint Maintenance & Development and Finance Committee met on September 29, 2026, to review a comprehensive vehicle replacement plan. Staff proposed a $6 million bond for 73 vehicles and equipment items: 36 for police, 7 for fire, 24 for the general fund, and 6 for enterprise operations. The estimated allocation was approximately $2.2 million for police, $510,000 for fire, $1.3 million for the general fund, and $1.8 million for enterprise operations. The city fleet includes about 883 vehicles and equipment items; the plan inventories their age, mileage, condition, and replacement costs across a five-year horizon. Staff said purchases would generally be made through state contracts, with trade-in proceeds tracked toward future purchases. Chapter 90 funds would help pay for public works equipment, including two street sweepers; the city also expects to purchase new trash trucks. The replacement schedule is intended to continue regularly to manage fleet attrition, with delivery delays reported for fire trucks and trash trucks.
No motion or recommendation was made at this meeting. Committee members said the plan should first be reviewed by the Finance Committee before it is recommended to the full Council, where the $6 million bond was expected to be considered the following Monday. Staff agreed to distribute the detailed plan to committee members. The discussion also noted that the city’s snowplow fleet was in good condition and that a contractor bid for snowplowing had recently gone out.
