The board heard Recorder Justin Heap’s presentation on the 2026 general-election plan, including early voting, ballot processing, staffing, and equipment. Heap said the office expected to staff for as many as 280,000 late early ballots and described plans for additional shifts and site support. He raised concerns about replacing equipment at 46 voting sites overnight before election day; supervisors discussed the issue but directed operational concerns to ongoing staff coordination under the settlement agreement. The board approved Addendum items 106–112 in a single vote, including $166,500 in second-quarter RICO expenditures for the County Attorney’s Office and a $45,000 settlement of a plaintiff’s fees-and-costs claim in White v. Bogs. The meeting also addressed a proposed sewer-rate hearing scheduled for October 21 and Flood Control District business, including a five-year floodplain management plan, transfer of four Sun City drainage parcels, and approval of prior meeting minutes. Public speakers questioned the minutes’ description of a June authorization for construction-services contracts totaling up to $68 million without further board action; that authorization was discussed as prior business, not as a new award at this meeting. The final Flood Control District motion passed unanimously.
