The Franklin County Board of Commissioners’ regular meeting and workshop on September 30, 2026, included no contract awards or purchasing approvals. Public Works reported that design is beginning for Taylor Flats all-weather improvements, WSDOT submitted the construction funding package for the Glenwood Bridge, and the City of Connell’s Clark Bridge project is expected to go out to bid in five to seven weeks, with the county serving as the responsible agency. Other ongoing or planned projects include county guardrail improvements, the Vineyard Drive East bridge replacement, and a Columbia River Road culvert project undergoing 30% plan review. The board also approved consent agenda items and land-use ordinances and a variance; these actions were not procurement awards.
In a comprehensive plan workshop, staff discussed the capital facilities plan and transportation improvement planning, along with proposed infrastructure, utilities, parks, and climate policies. Staff said $500,000 of grant funding had been used and $200,000 remained unappropriated, with potential use for implementation planning and related work. The county also plans to develop a plan for spending park impact fees; the amount was described as in the tens of thousands, though a commissioner suggested it might exceed $200,000 and staff did not confirm the balance. The board passed Resolution 2026-324 limiting public comment at meetings to agenda-related topics. No procurement vote or contract award was identified.
