The Adams County Board of County Commissioners’ September 30, 2026, study session included an update from the E-470 Public Highway Authority and a discussion of the county’s strategic growth element. E-470 described road expansion and interchange projects, including widening near 104th Avenue, a planned I-76 interchange, and a Parker Road ramp project for which it has set aside about $2 million. It also discussed an AppleGreen service-plaza ground lease: E-470 said the facilities would replace aging buildings, require little authority investment, and return the investment in about 9–10 years. The authority reported that it receives no federal or state funding and is funded by tolls. No contract awards or procurement votes were identified. Commissioners raised concerns about a planned state tolling back-office system that would duplicate existing operations; the presenter said the vendor contract was long-term and potentially large, but did not provide its value or vendor name.

County staff presented a draft strategic growth element required by state law, analyzing housing-development opportunities near Clear Creek Federal Station and in Watkins, among other areas. Commissioners supported continuing the approach and urged staff to connect the analysis to land-use decision-making, infrastructure needs, site selection, and potential brownfield and other grant funding. The county must adopt the element by year-end; the discussion did not include a formal vote or a specific spending authorization.
