The City of Charleston Ad Hoc Budget Committee met September 30, 2026, to review proposed 2027 department budget requests. Human Resources presented several requests: about $11,000 to upgrade an administrative assistant position to an HR specialist; $80,000 annually for OpenSesame online learning content integrated with Workday; $30,000 for supervisor training on coaching and difficult conversations; and $10,000–$20,000 annually for job-benchmarking software. Other requests included approximately $110,000 for an additional HR analyst, $30,000 for an annual employee recognition event, and $85,000 to fund supervisors’ spot-recognition awards. These were budget proposals; the transcript records no votes or approvals.

Committee members asked for an interim update with high-confidence revenue projections and a comparison of available revenue against department requests to avoid late-year funding uncertainty. Staff indicated they would work through revenue projections, fact-of-life increases, and department requests. The Facilities and Capital Projects presentation was postponed until the following week because of technical difficulties, so no specific capital project or procurement request from that division was discussed.
