At the September 30, 2026 session of the Clermont County Board of County Commissioners, Envision presented the results of a year-long economic development planning effort. The consultants had been selected after 13 qualified firms responded to a request for proposals. Recommendations covered target industries, site readiness, development finance, public-private partnerships, workforce development, and business growth; commissioners asked that logistics and transportation and workforce/affordable housing be added or emphasized. The discussion also called for coordination with local governments and builders, streamlined development approvals, and attention to housing quality. The board approved payment of $3,979,138.07 to vendors and unanimously approved the listed procurement and spending items.

The board awarded a backup-generator replacement contract at 320 State Route 125 to Speedman Electric LLC for up to $121,567 after the lowest bidder failed to provide required documentation and withdrew. It awarded the Chapel Road water-main replacement project (No. 6401-60234) to Rackenbauer Excavating for up to $2,194,945, including $1 million in OPWC funding, and the Buckwheat Road water-service transfers project to Loncart Construction for up to $333,230. The board rejected all bids for the Heritage Building HVAC replacement after receiving none, with a new solicitation anticipated; approved Change Order No. 4 for the Filliger Campus Improvement Phase II contract with Graybach at no change to price or completion date; and accepted the Branch Hill–Miamiville Road water-main project as complete, approving $87,907.31 in final retainage. It also approved a $475 insurance-cost increase for reproduction-cost coverage of the Stone Lick Covered Bridge and 2026 appropriation increases of $100,000 for workforce development, $80,000 for Job and Family Services, and $22,228.70 for sheriff road-patrol retirement payouts.
