The Hawaiʻi Kai Neighborhood Board regular meeting was held September 30, 2026. The main procurement- and facilities-related discussion concerned the city’s Coco Crater Stables concession. The current operator, Aloha Riding Lessons, said it won the concession bid in 2022, invested in cleanup, and received an eviction notice despite prior city assurances about repairing the facility. Council Chair Tommy Waters said he had secured budget appropriations of $500,000 for FY2025 and $350,000 for FY2026 for the stables, but that the administration controls whether the funds are spent; he could not explain why they had not been used. A possible $850,000 investment by a Japanese archery organization was mentioned, but Waters stated there are no plans to place that organization at the stables. The board unanimously approved sending a letter to the mayor and the Department of Enterprise Services urging them to rescind the eviction notice and inviting the department to brief the board. No new contract award or spending approval was made.
The board also agreed to send a letter asking the Department of Parks and Recreation to expedite permits for Blue Water Task Force testing of suspected pollution near the Kuliouou Stream mouth; this was an environmental and public-health request, not a procurement action. Other infrastructure-related updates included power-grid reliability and backup-generation assistance opportunities, water-system emergency preparedness, roadway and tree-maintenance concerns, and proposed park designations. No additional contract awards, RFPs, vendor selections, or bid approvals were identified.
