The Lake Oswego City Council meeting of October 6, 2026, approved Ordinance 2,985 by a 6–0 vote, granting Comcast of Oregon II a nonexclusive cable franchise through June 2036. The agreement, administered through the Metropolitan Area Communications Commission, preserves the 5% franchise fee and customer-service protections, expands all five TVCTV channels to HD, and changes funding for public, education, and government access and the public communications network from $0.80 per subscriber per month to 1.75% of Comcast’s cable gross revenue. Comcast estimated the video-service portion of the customer charge would rise to roughly $2.50; broadband and phone services are excluded. No other contract award or purchasing approval was identified.

In a study session, the Council reviewed Republic Services’ exclusive solid-waste franchise finances; the consultant projected a 12.24% return for 2026 and recommended no rate adjustment, with current rates expected to remain in place through December 2027. The budget review highlighted cost pressures, including fire-department overtime and higher facility, insurance, and technology expenses, and updates on capital projects. The Redfern Drainage project was completed after a bid of just over $700,000 against a $1.2 million budget; the Blue Heron rehabilitation was estimated at $4.1 million and was soliciting design proposals. Other project updates included the McVey pump station, the delayed Burgess reservoir replacement, and wastewater-treatment-plant costs; no related spending votes were taken.
